The Italian Republic guarantees individuals and families an integrated network of social services and interventions. This system aims to ensure quality of life, equal opportunities, freedom from discrimination, and full citizenship rights. Its purpose is to prevent, eliminate, or reduce conditions of disability, need, and individual or family hardship stemming from insufficient income, social challenges, and lack of independence. These provisions align with Articles 2, 3, and 38 of the Constitution (Article 1, Law 328 of November 8, 2000, published in Official Gazette No. 265 on November 13, 2000).
